I have many years of experience with conducting and leading billing database migration projects, managing billing operations, specifying billing/Operations Support Systems (OSS) requirements specifications, performing tender projects, including Request for Information (RFI) and Request for Quotation (RFQ) processes, and developing Call Detail Records (CDR) mediation, Inter-Operator Tariffing, and ETL database designs.

Just recently, in 2005, I completed a tender RFI on billing/OSS software with postpaid GSM and VoIP services capabilities for a tier 3 classified Mobile Network Operator (MNO), involving 39 (phase 1), 18 (phase 2), and 5 (phase 3) candidate billing systems from international OSS manufacturers. The work included RFI specification, tender invitation, dialogue, analysis and evaluation.
